A Brief History of the Formation of the Association of Justices of the Peace, State of Penang

Appointed a Justice of the Peace soon after Merdeka in 1958 and as Officiating Chief Minister of Penang in 1962 for nearly 7 months, Yang Amat Berhormat Encik Aziz bin Mohd. Ibrahim (later Datuk) initiated the first move that an Association of Justices of the Peace should be formed in the State of Penang.

With this idea, he first invited a few Justices of the Peace at the Chief Minister’s Office at Bangunan Tuanku Syed Putra, Penang on the 4th of April 1962, to discuss this subject.

The names invited were:-

  1. Capt. Mohd. Noor bin Mohammad
  2. Encik P.A. Dass
  3. YB Encik Kee Yong Chin
  4. Encik Sam Ah Chow
  5. Dr. N.K. Menon
  6. YB Encik Cheah Seng Khim
  7. Encik J.P. Souter
  8. Encik Koh Sin Hock

The meeting and discussion was useful and fruitful.

It was agreed by all who attended the discussion that the Association of Justices of the Peace, State of Penang is to be formed, and that a Protem Committee with YAB Encik Aziz bin Mohd. Ibrahim as chairman and the 8 Justices of the Peace who discussed the formation be members of the Protem Committee. It was also agreed at that meeting to draft the rules and bylaws of the association by the Protem Committee headed by Encik Aziz.

Draft Rules and Bylaws

After the meeting called on the 4th of April 1962, and after a month or so the draft rules and bylaws was tabled and accepted by the Protem Committee and to be sent to the Registrar of Societies for approval.

Inaugural and formation of Association of Justices of the Peace on the 19th of July 1962

Among the first Council Members elected on the 19th of July 1962 were the following:-

  • YB Datuk Haji Capt. Mohd. Noor b. Mohammad (2nd President)
  • YB Datuk Sam Ah Chow (Hon. Secretary)
  • Encik H.R. Watts
  • Encik P.A. Dass
  • Encik Kee Yong Chin

Patrons of JP Association, State of Penang

The first President of Justices of the Peace Association, State of Penang YB Encik Aziz after the inaugural meeting of the association held on the 19th of July 1962 suggested that the first Patron of the Penang Association be His Excellency the Governor of Penang Raja Tun Uda bin Raja Mohammad. This was unanimously supported. He served for nearly 10 years and after his retirement (now deceased). The second Patron was T.Y.T. Tun Syed Sheh Shahabuddin the Yang DiPertua Negeri (now deceased) who served only for a short period. The third Patron of the Association was T.Y.T Yang DiPertua Negeri Tun Syed Sheh Barakbah (now deceased). The fourth Patron was Tun Datuk Sardon bin Haji Jubir (now deceased). The fifth Patron was T.Y.T. Yang DiPertua Negeri Tun Datuk Dr. Haji Awang bin Hassan (now deceased). The sixth Patron was T.Y.T. Tun Haji Hamdan bin Sheikh Tahir (now deceased) and the seventh Patron serving currently is T.Y.T. Yang DiPertua Negeri Tun Dato’ Seri Utama (Dr.) Haji Abdul Rahman bin Haji Abbas.

First activities of the Association

The first President of the Association YB Encik Aziz and his Council Members were successful in the preparation of getting JPs special identity cards issued by the State Government, Association identity card for members, Association Emblems, Car Badges, Coat Badges, appointment to the Juvenile Court, Visiting Board of Justices of the Peace to the Penang Prison and as well as serving in other Government appointments whenever requested.

The Association also liaised with other Association of Justices of the Peace outside the country to foster friendship and goodwill like the Magistrate Association of United Kingdom, Australia and also some JP’s Associations of Commonwealth Countries.

Meetings of JP’s Council

The HQ office of the Association from 19th July 1962 was at the Hon. Secretary’s office at 20-F, Penang Street, Penang. Meetings and discussions were held at the Office Meeting Room, sometimes at the 1887 Victoria Room of the E&O Hotel and also sometimes at the Penang Club. Meetings were also held at the homes of some Council members by rotation. The first Council Meeting of the Association was held on the 8th of November 1962.

Inaugural and first Get-together and Dinner of the Justices of the Peace Association, Penang

The first grand get-together and Inaugural Dinner and Dance of the Association of Justices of the Peace was held on the 12th of January 1963 at 8.15pm at the E&O Hotel air-conditioned Dining Hall. Nearly 170 people with the JPs and their wives and guests including guests of the Association like His Excellency the Governor of Penang, Raja Tun Uda bin Raja Mohammad and His Consort, the Chief Minister, State Secretary, Chief Police Officer, the Supreme Court Judge and the State Legal Advisor together with their wives attended the dinner.

Penang Association and the formation of the National Association of Justices of the Peace, Malaysia

Through the activities of the Association during the first 5 years since the formation in 1962, the first President YB Encik Aziz bin Mohd. Ibrahim suggested that with the Penang Association’s support, a National Association of Justices of the Peace for Malaysia could be formed first working together with the Perak and Selangor Justices of the Peace Association which were already formed at that time. The Penang President initiated successfully the formation of the JP Association of Kedah and later Negeri Sembilan.

The National Association of Justices of the Peace was successfully inaugurated sometime in May 1970. It was formed in Ipoh. The first national President was His Highness the Raja Muda of Perak and the first Hon. Secretary was Encik Lim Siang Guan (now Datuk) from Ipoh. His Majesty the Yang DiPertuan Agong was made the first Patron of the National Association. All the Presidents of the States Justices of the Peace Association were Vice Presidents of the National Association. All the Rulers of the Malay States and Governors of Penang and Malacca (now Yang DiPertua Negeri) were made first Patron of all State Association already established and to be formed later.

The Penang Association was also happy to host a big gathering and 2nd biannual general meeting on the 30th of June 1972, held at the Merlin Hotel Meeting Room and followed with a grand dinner at the E&O Hotel Victoria Room air-conditioned Dining Hall.

  • Encik Chan Eng Hock
  • Mrs. L.J. Massang (now deceased)
  • YB Encik Ooi Eng Hong from Kedah (now deceased)
  • Encik Lim Siang Guan (now Datuk) from Ipoh

Nearly 250 people including Justices of the Peace throughout the country with their wives and guests, His Highness the Raja Muda of Perak as the first national President, the T.Y.T. yang DiPertua Negeri Pulau Pinang, Chief Minister, State Secretary, Chief Police Officer, Penang Supreme Court Judge, the Federal Court Judge and several other important guests attended this dinner.

$3000.00 Donation for the Krian River Boat Tragedy, Perak

At the 2nd Anniversary Get-together and Dinner of the National Association of Justices of the Peace, Malaysia held on the 30th of June 1972 at the E&O Hotel Victoria Room air-conditioned Dining Hall, the President of the Penang Association YB. Encik Aziz bin Mohd. Ibrahim who was also the Vice President of the National Association announced in his speech the Krian River Boat tragedy in Perak where nearly 20 school children drowned and were injured when their boat capsized during a heavy storm when crossing the Krian River going back to their homes in the afternoon.

The Organising Committee under YB Encik Aziz called on the spot donation ’derma kilat’ at the function. The first donation was $500.00 from His Highness the Raja Muda of Perak, President of the National Association followed by YB Encik Aziz $200.00 and all the rest of the JPs who attended the Dinner which collected nearly $3000.00. The donation was to help the families of the victims of the boat tragedy.

After a month or so, YB Encik Aziz from Penang as President of the Association and Vice President of the National body together with Encik Lim Siang Guan from Ipoh Secretary of the National Association of Justices of the Peace met YAB Menteri Besar of Perak personally at the Menteri Besar’s Office in Ipoh to present the donation.

Appointment Letters of Justices of the Peace after Merdeka Given at the Garden Party at Residency on the occasion of H.E. Governor’s Birthday Celebration

It is interesting to mention that the first appointment of Justices of the Peace after Merdeka was on the 15th of December 1957 given at the Residency garden Party where 3 personalities received their appointment letters. The first President of the Association YB Encik Aziz, the first Hon. Secretary Encik Sam Ah Chow and 2 other personalities received their letters of appointment as Justices of the Peace by His Excellency the Governor of Penang (at that time not Yang DiPertua Negeri) given at the Garden Party in Residency on the occasion of His Excellency’s Birthday on the 15th of December 1958. It was attended by nearly 1500 Government Guests.

YB Datuk Haji Aziz remembered that for 3 consecutive years (1957 – 1959) the letters of appointment of Justices of the Peace were given at the Residency Garden Party during the same occasion. In later years, letters of appointment of Justices of the Peace were given at the investiture ceremony at the Residency and later at the Dewan Sri Pinang

The Association is now known as the Council of Justices of the Peace, State of Penang.
